Yes, I've just had it myself. The problem is that you do not have lines like:

DBSNMP.ADDRESS = (DESCRIPTION=(ADDRESS=(COMMUNITY=tcp.itntl.bhp.com.au)(PROTOCOL =TCP)(Host=kingsford.itntl.bhp.com.au)(Port=1526))) DBSNMP.SPAWNADDRESS = (DESCRIPTION=(ADDRESS=(COMMUNITY=tcp.itntl.bhp.com.au)(PRO TOCOL=TCP)(Host=kingsford.itntl.bhp.com.au)(Port=1527)))

BUT !!!
The reason you don't have these is that you are using ONM 3.0. You need to use ONM 3.1. It has an extra icon on it for setting up SNMP agents.

Also be aware that there is a bug in the Intellegent Agent in 7.3.2.1 and you need to get a patch from Oracle or you won't be able to get jobs in OEM to execute. I'm still in the process of waiting for this to arrive so I can get things working properly.
