I assume that you've run the $ORACLE_HOME/rdbms/admin/dbmspool.sql script. You don't say what version of the RDBMS you are using, but there is a problem with the script in 7.3.
What you need to do to get around the problem is to create a file (in rdbms/admin) with just the line :-
@@prvtpool.plb
Then run this from svrmgr.
