• Use symbols for emphasis. That *is* what I meant. Use underscores for underlining. _War and Peace_ is my favorite book.

It's paragraph 16 that decries SHOUTING:

• Use mixed case. UPPER CASE LOOKS AS IF YOU'RE SHOUTING.

So, using asterisks to shout is abnormal, to the point where noone would care anyway. Using it for emphasis, is recommended. But who am i to tell the bard... :)
