You'll can use the shp2sde command line utility. On your SDE server, make sure your environment variables are defined correctly then type 'shp2sde' on the command line to see the options. Alternatively, ArcCatalog/ArcToolbox contain utilities.

This is not an Oracle question, but an ArcSDE question. Work with your ArcSDE admin on this issue.
