This question can not be answered without - information about the *exact* version of Oracle - any specific error messages (we weren't there when the instance 'failed')

- The NLS settings of the instance
- the Windows regional settings
- the business rationale for mucking around with the system time,
because likely you won't work there any more in 2039.
