Oracle 9iAS and Apache problem

I ran into the following problems but unable to know why. Appreciate any suggestions that might help. TIA.
1. Have to restart Apache service after copy of updated JSP web pages to server. It does not compile and deploy the updated JSP web pages automatically. Tested on another machine using WinNT does not have such problem.
2. Cannot pass value of Session Variable to next JSP page. The value of session variable on next JSP page is always NULL.

environment:
Oracle Business suite Version:11.5.8.9 With Application Server: Oracle9IAS v1.0.2.2
Apache version: V1.10 Received on Sun Sep 19 2004 - 20:12:08 CDT
