Enterprise Manager problems

Oracle Enterprise 9.2.0.1
Windows XP

Enterprise manager will not work. I get to the login screen enter my username and password (system/password) click the OK button and nothing happens. No error messages, no disk activity, nothing. The Cancel button works though. I've set the preferred credentials but I still had the same problem.
I'm launching the standalone version of Enterprise manager. I'm not using an oms.

I can connect with this username and password through sqlplus. Connecting through the listener using sqlplus works fine as well.

Anyone have this kind of problem before?
