At one company I worked for we allowed certain users access to SQL*Plus but we had them trained in SQL. At one point we had the data they needed replicated over to another non production database once a day. From time to time someone would write a Cartesian or come up with strange data. But we had the time to sit down with them and provide extra training in SQL.

One of the other issues is training on how to format the data and get it into a spool file so it can be imported into Excel or Access.
