full and users table

Hello (it's me again...)

  I performed an export full with a user acount. my collegue import this dump file in another database : he did a import full the same user account than me and, as he had several 'insuficient privilege' messages, decide to perform the same import (full) but under System account.
Is it normal that the import changed the user/password table ? The user account I used don't have privil=E8ge on those talbes...
