  1. Without a lot more information ... no. But consider Linux on Dell
  2. Depends on the answer to 4 if I understand the question ... and the question is very ambiguous
  3. Yes
  4. Depends on your internal expertise. My first-choice would be Java but if you have .NET expertise why not use it?
