ERROR: OPatch failed because of Inventory problem.
I am trying to upgrade my local install of 9.2.0.1 to 9.2.0.3 and have struck a problem.
I am using the following article in Metalink
"How to apply patchset 9.2.0.3 patch 2 on Windows Platforms"
I am trying step 9 but get the following error.

Cannot set up OUI inventory session
ERROR: OPatch failed because of Inventory problem.
This happens when I make any call to opatch.pl
For some reason it looks like there is a double 'double quote' at the start of one of the paths but I can not see where opatch is getting this from.
