Lets step back for a minute please. Critically essential information is nowhere in your post.

  1. Exact operating system patch level on what hardware (both nodes)
  2. What Oracle edition, version, and patch level (both nodes)
  3. What hardware is providing the disk?
  4. What clusterware is sharing the disk, exact version number?
  5. How are you making the cache fusion interconnect?
  6. Can you ping racnode1 from racnode2 and visa versa on both the public and interconnect networks?

I can only think of about 100 different things that could be wrong so please go back to basics and provide specific information. Other will need it too to help you.
