oracle has pricing schemes on th eir webpages and oracle has never been cost effective for low end systems. its not cheap.
i think they have a special offer of $5000/year for the jdeveloper software to develop with it and then additional cost based on deployment.
i dont think you have to pay for 9iAS if you use jdeveloper. I think there is still a special deal. if not that alone could run you $10-15k for a low end system.
then database is going to cost you buck sif you pay per CPU or per named user. for web id guess per CPU, I believe standard edition is what $5k/CPU? for low end deployment.
so its not cheap. for low end stuff, Ive been told mySQL is good, but you cant do any stored logic. for java, there are alot of free java IDEs. However, other than jdeveloper i have not seen one that writes jdbc code(i dont do java at work so i could have missed it). Ive been told that microsofts visual cafe has a more robust GUI development system.
