You might also want to check out a number of the other guides listed on
that page.
I recognize that you are stuck on an obsolete and unsupported release (probably not by choice) and the 9i Guides may include some stuff not relevant to your situation. Still, I've found the contents leave one with a pretty good set of style and performance guidelines that are pertainent, if not directly transportable back to the 8i releases.
You might also check out the white papers in the Developer Suite section of OTN (http://otn.oracle.com) - there used to be a number of decent articles on programming style/techniques.
