Nothing, you might not have analyzed it. Also it strikes me you seem to have parallel query enabled. Without further specifics from your side the only thing I can tell for now, is that Parallel Query is making a full table scan cheaper. Seems you just get what you ask to do it, and you shouldn't start shouting at the optimizer.
