The most cost effective way of doing what you require is likely Oracle's Collaboration Suite (OCS) and specifically the Files component.

By the way, the name iFS is now obsolete .... use CM-SDK or Content Management SDK. This seems to reflect the intent of being a dev kit rather than an end product much bertter.

Files, together with the Ultrasearch implementation in OCS, is a fairly robust, production ready rollout specifically designed for intranet or 'known community' environments. It is built on CM-SDK and is an example of what CM-SDK can do.

I had heard rumors that the Oracle Portal was looking to leverage the CM-SDK more, but that has not been substantiated. That would make sense since both Portal and CM-SDK are in the same product.
