Oracle does not provide an ERD for the data dictionary. Some 3rd party companies have attempted it, however.

Oracle does provide a bunch of views that let you view slices of the dictionary. To build an ERD yourself, you'd have to research all the views and manually make notes about relationships among the underlying tables.
