I did a Google search on cdr-21244. It pointed me to the 9i Software Configuration Manager Release Notes, in the "Unable to install Oracle SCM on an 8.1.7 database." It tells me that this error occurs because 9i imp/exp utilities are not compatible with 8i. Have you performed the Workaround mentioned there?

That is, did you put the EXECUTE_IMPORT and EXECUTE_EXPORT variables under the correct registry location? You said you pointed them to the 8i folder, but they need to include not only the folder BUT ALSO imp.exe and exp.exe, respectively.
