I'd be prepared to bet that you have either (or both of) ONAMES and HOSTNAME
set in sqlnet.ora under NAMES.DIRECTORY_PATH before (or instead of)
TNSNAMES, in which case you would be using either a names server or
hostnaming.
sounds like a network administration OCP question to me.
