oraerr 27123

In running the database configuration assistant I am getting a ora-27123 error. All that I could find on the subject on metalink was the following:

Error:ORA-27123
Text:unable to attach to shared memory segment Cause:shmat() call failed
Action:check permissions on segment, contact Oracle support

To be frank I am unsure of how to check for permissions on the segment. Does anyone have any ideas what might be causing this?
