win2000 and oracle server

i'm using win2000 professional and oracle server, when i'm trying with
arabic in the list element or radio buttom it type anything , i changed
the default language of the win2000 to arabic and i changed all the
ns_lang of the oracle to arabic (i get the syntax from the help so it is
right) but no success


do any one know how i solve this problem ???
