Is your sqlnet.ora setup properly on the server?

ORA-12645: Parameter does not exist.
Cause: A SQLNET.ORA parameter from which a value was needed does not exist.

This error says no, it's not. You have to tell your server that there may be encrypted messages coming, it's not enough just to initiate conversation from the client.
