I do encourage you to take an Oracle course if you are serious about learning what it is all about.

The CD you have only contains the database itself and some tools but not any graphic user interface that you could compare to M$Access.

If you want a GUI you need Oracle Forms.

Your CD came with a tool called SQL*Plus which is a command line interface to the database. To use it you have to know SQL and have a little background knowledge about Oracle.

The slowness you may encounter is from the Java user interfaces. The database itself is very fast and will do just fine on your 1.2G machine.
