Do this -
Go to otn.oracle.com. Try to download Jdeveloper ( Not the 9i Jdeveloper ). After you accept the legal mumbo jumbo you will be directed to the download page; you will be provided with a link to request the same software through CD. Click the link, fill in your details and hopefully you should be receiving a set of CDs which includes Oracle 8.1.7 ( Atleast I got a 817/Win2K CD with my Jdeveloper CD. )
