I've been working on an instance creation checklist that might meet your needs. Hit http://people.ce.mediaone.net/dkoleary/ll.html That will redirect you from Mediaone's systems to my Linux box. The link is titled "Instance creation checklist" and is the third item in the second column of the Oracle section.
The document isn't quite ready for prime time yet. I've created two instances using the steps therein; however, I haven't had a chance to verify the steps with other dbas yet.
I'd appreciate hearing any feedback from issues that you run into if you use those steps.
