Getting into your Oracle schema is the easy part. Just give your friend the user-id, password, host-name, and TNS information.

Getting your friend into your computer is quite another matter. Running Oracle at 56K is not exactly spectacular and I doubt you will get permission to string a wire between your houses and create a LAN.
