The IN operator is very similar to an equals operator. It's just saying that one column has values equivalent to those found IN the following list.

You won't get an easy answer out of me for this one. Why don't you try to put the AND or OR operator in an outer join. What kind of error do you get? This is too easy for you to do for me to give the answer to you.
Download a copy of Oracle from Technet and put it on your machine and try this out yourself. Learning how to answer your own questions is the most powerful tool that a DBA can develop!
