What rubbish! Why can you not administer your own PC? There are several ways to do this (and become an administrator), so you can prove NT is much like a swiss cheese (tho that tastes better!). As if you were a network admin...

Yup. Only the admin can delete and create services, afaik. And dbconfig will create these - you cannot use oradim, either.

I'd go back, and ask what they want - a database or not. If they want databases, they'll have to make you member of the admin group. As simple as that.
There once was a post of someone that has proof of the alligations I made above - can't recall who it was tho. IIRC, it was a regular. Maybe another response?
