Depends on your requirements. If it's a development system, just download it for free from Oracle's site OR get it in one of the Oracle Press books. If it's a production system a) buy direct from Oracle's online store at http://www.oracle.com or b) call their telesales (also listed at same site) or c) contact a reseller (many of whom are listed at same site) or d) check out eBay.
