DB Shutdown

How long should it take to process a SHUTDOWN NORMAL command in svrmgr (assuming that there are no DB connections)? I processed the command and then waited about 15 minutes. Nothing happened, so I closed SVRMGR and rebooted the server.

When I rebooted and tried to open the database using NT Services, I got ORA-1053 error that database could not be started.

How can I diagnose the problem?
