I have a solution:
edit your "oraparam.ini" file in the install directory.
Replace the JRE_MEMORY_OPTIONS with this:
JRE_MEMORY_OPTIONS=" -mx32m"
When the Install would usually blow up on you
(configuring apache)
it will now ask you if you want to "retry or
continue"
Hit continue...and you're set.
