Questions about Multi-master replication

Hello,

I could design multi-master replication environment by Replication Manager or DBMS_REPCAT package with TCP/IP protocol.

But if I have 2 master sites and NO TCP/IP available(no dedicated line), I just have modems!
Is it possible to replicate with modem??? Or what's your suggestion if you have to replicate between 2 master sites without TCP/IP?(It's difficult to ask for a dedicated line.)
