Okay - it appears that I had all of the pieces to the puzzle all along, was merely putting them in the wrong order. Two things going on here, 1) need Y2K installer (patch 33110C)
2) 8.0.5 and Dev/Des 2K need to reside in separate oracle home - developer and/or designer MUST reside in the default home, so must be installed first.

First - uninstall everything, 8.0.5, developer, designer, etc. Then Completely clean out your registry, services, Keys and all. (You can use the Find...Find Next to do this, search on Key and Value for Oracle)

Then, download Y2K version of the installer, unzip it and install it into your default_home for oracle home. Without exiting the installer, Insert your Developer 2000 2.1 CD into the cd-rom drive. Click the "From..." button on the upper half of your installer and choose your CD - and look for the 'NT.prd' file (i think in the installr/install directory or something like that)- this will have instructions for your new installer and a list of all NT products available on the CD. Completely install all products from developer 2K - shouldn't be a problem.

Then - exit the Y2K installer and restart it. Now insert your 8.0.5 cd into the cd-rom and this time, using the "From... NT.prd" again, choose a NEW ORACLE HOME. All _should_ go well from here.

After you have installed both products completely, you will need to use Net8 to connect to your local DB from developer, since it is in separate oracle homes and doesn't see it as a local instance.

I cannot take credit for this - though (brainfart) I had to do this same exact thing when working with 8i and dev6. Instead I finally found a working CSI number and called Oracle Support. I don't have time to try it this evening, but will work on it in the morning. If you run into any probs - let me know, as I will likewise mention if the actual implementation differs from what I have written here. Good luck! :)
