There could be a 1001 problem with it :-(. If you have a Oracle contract you can talk to their tech support and they might provide you with a patch for your configuration. We have experienced something very similar to what you are saying due to the way our configuration was set up.

  1. Did you install OAS 4.0.8.1 in separate ORACLE_HOME ?
  2. Are you starting OAS 4.0.8.1 from the web or the command line ?
