You're missing the fact that the admin option allows users to grant
that role to other users. The list was taken from a screen dump of
enterprise manager - Security Manager - Users - User - Roles Granted
'Click the With Admin Option box to allow the role to grant the role to other users or roles. If you grant a role with the Admin Option, the role can also alter or drop the role.'
In this case the user can't grant create session to anyone else
