telnet is a simple ASCII-Terminal Emulation - so you can run everthing you could run on a server-connected dumb terminal over that as well -

that is SQL*Plus, ServerManager (aka SQLDBA), eventually character based Forms Runtime ...

what do you mean with the phrase 'how to run' in detail ?
