I believe (and I could be wrong) that Microsoft's ODBC drivers want to
look for TNSNAMES for SQL*Net v2, not Net8. So either install something
like Client 7.3.4 or configure TNS_ADMIN to point to
<ORACLE_HOME>\net80\admin.
