If you know for sure webdb is installed and running you could try using this
url instead...........
svr_tesouraria.tesouraria:80/WebDB/webdb.home
I have found that webdb wont load a page unless you explicitly state the page, I even checked on OTN and Oracle's example to "testdrive" webdb has the same problem, it only works if you have the full path to the home page svr_tesouraria.tesouraria:80/WebDB/ is not enough.
Why it works like this I dont know considering ther is a "Default DAD" and a "Default HomePage" so you would expect it could find the correct page by just doing svr_tesouraria.tesouraria:80/
For us this is a problem as we need people to access www.xxxxxxxxx.com and since this wont work I need to run apache with a single page that just does a redirect to WebDB.
Hope this is fixed in WebDB 3.0
