webdb question

I have webdb listener running without webdb2.x. On oracle 7.3 on NT 4.0. When people outside my network try to access my site with just trying the ip address example http://207.222.222.222, their browser tries to contact the computer name example: "trying to connect to john.com". Naturally it doesn't connect. But when they try the whole path ex: http://207.222.222.222/<dad>/<procedure>, it works.

  I have a default dad set up, with a default procedure. I would like to know how to make it work.
