Oracle Designer Suggested Hardware Configuration

I have been asked to suggest and motivate a PC configuration, for a platform that will be used for Oracle Designer work, as well as Delphi application development. I haven't been able to find the system requirements for Designer on the Oracle WEB site. Any suggestons on where to look. Also can anyone suggest a good configuration that will perform well for these tasks, but which won't hurt the budget too much?
