It is strange that you can connect to Technet but not ftp.oracle.com since the technet downloads get their download from ftp.oracle.com.
I have problems whatever tool I use, IE4/IE5, ftp.exe (from Win NT) or CuteFTP. All fails when downloading using the leased line. However, when I try a download using my dialedup connection it works fine.
I wonder if the Oracle FTP site is using another port than the usual (21). This might explain why using the leased line will not work and is a firewall problem on our side (firewall configured to filter out the port).
