APP-43448 Error in AutoInvoicing Run

We are currently having problems with 


Oracle AutoInvoicing failing on invoices
with the transaction type of JENEDU-INV-CIA.  
error:



 APP-43448 Unable to locate a valid Sales Tax Rate for transaction.






Has anyone seen this during AutoInvoicing and if so, what was
the fix?
