Best overall reporting tool for Oracle 8i?

I am looking for opinions on reporting tools for data stored in Oracle.

I need (don't we all) a tool that will allow me to design local reports with variable sql. The same format, just with a different where clause.

Also I need to offer these reports over the web.

We plan on using Internetivit for our datacube navigation, we are also using Delphi 4 for our local client design.

Actuate seems to leave big ugly files behind.. Crystal does not seem to understand web reporting. Oracle seems to be changing their tool set a little to often.

Any opinions?
