Refer to Oracle-7 Server manual 4-230
"The user SYS must run the SQL-Scripts DBMSSNAP.SQL and PRVTSNAP.PLB on both the database to contain the snapshot and the databases containing the tables and views of the snapshot query"
Its the same on Oracle 8
