I wouldn't say that one is easier than the other, depends what you are used to.
If you are planning on taking a career in databases, C++ wouldn't be the obvious option. Creating a database system in C++ would be like building a house with grains of sand! Its a lower level language more suited to applications.
On the oracle side, you mainly program in SQL and PL/SQL. I find it easy (then again i'm biased!). It was my real entry level language.

Bear in mind that once you start building complex oracle stuff, languages like C++ and Java, which is based on C++ may be intergrated into your oracle apps anyway.
