Oracle Graphics 3.0

Greetings!
We have a site that is having trouble running our application, which uses Oracle Forms 5.0 to call Oracle Reports 3.0 which included embedded Oracle Grapics 3.0. The Reports Server and the Graphics Server never seem to "start up" the way they do in other installations. Anyone have any ideas? Is it an installation problem? A registry problem? A memory problem on the client this is running on? (Note: this all worked in Developer 1.3, 16-bit environment, but when we converted to Developer 2.1, 32-bit environment, it stopped working.)
