Please Help - Reading Barcodes in Runtime Forms

We are planning on using barcodes to enter some user data into Oracle. The application is a client run time form developed in Developer/2000 (V 4.5.7.1.6). The barcode is a CODE128 symbology since we desire to enter control characters (e.g. <CR>, <Alt>, F1,<Tab>) along with other information.

We are able to scan these barcodes into a standard windows app or even sqlplus on the PC (e.g. wordpad) and for example the Carriage Return <CR> or Horizontal Tab <HT> are recognized. However, when we scan the exact same barcode into a run time form all control characters (e.g. <CR>, <HT>) are not recognized and totally ignored.

Can anyone help us for we desperately need this functionality but have no idea why forms is ignoring them.
