use a subselect:
Select * from Table
Where rec='EGLL'
Or rec='EGQS'
Or rec='EGQL'
etc etc....
where Report_time = (select max(Report_time) from Table
where rec='EGLL' Or rec='EGQS' Or rec='EGQL' etc etc....)
