Procedure Builder and PL/SQL

Dear all,



I have an Oracle Procedure builder v1.5.  The online book says it uses PL/SQL 
Version 1, not PL/SQL Version 2.  Can I use it to develop packages on RDBMS 
Version 7.3 with PL/SQL Version 2.3 features?  If not, which product do you 
recommand?
