SQL*NET V2 on NT: dynamic port?

Hello all,

After reading http://www.pauck.de/marco/misc/oracle_and_firewalls.html, I am still very confused as to which port SQL*Net V2 on NT is being determined.

Is it that SQL*Net listens to port 1521, but then negotiate with clients and finally determines it, say to be 1026 and then stick to it thereafter? Would ports lower than 1024 be used (or what's the restricted range and can this be configured?)?
